New Delhi talks focus on training and capacity building

India and Tanzania have concluded their first Army-to-Army Staff Talks, with discussions centred on military education, training exchanges and capacity building. The engagement was held in New Delhi from 27 to 29 October 2026 and included a visit by the Tanzanian delegation to Indian military and defence-industrial facilities.

The talks form part of efforts by the two countries to expand bilateral defence cooperation. During the visit, the delegation toured the 505 Army Base Workshop and DPSU Bhawan, where it was briefed on India’s military maintenance capabilities and indigenous defence manufacturing. The delegation also paid homage at the National War Memorial in New Delhi.

“The inaugural India-Tanzania Army-to-Army Staff Talks, held in New Delhi from 27 to 29 October 2026, focused on strengthening bilateral defence cooperation through military education, training exchanges and capacity building. The Tanzanian delegation visited 505 Army Base Workshop and DPSU Bhawan, gaining insights into India's military maintenance capabilities and indigenous defence manufacturing,”

The statement was posted by the Indian Army’s Additional Director General of Public Information. It said the engagement had reinforced mutual trust and a shared commitment to deeper military cooperation.

Cooperation extends to maritime security and emerging technologies

The latest Army-level engagement follows the fourth meeting of the Joint Defence Cooperation Committee, held in Zanzibar from 2 to 3 February 2026. Amitabh Prasad, Joint Secretary in the Defence Ministry’s International Cooperation Division, co-chaired that meeting with the Tanzanian side.

According to the Ministry of Defence’s Directorate of Public Information, the JDCC discussions covered several established and emerging areas of cooperation:

  • Military training and education;
  • Maritime security and defence-industry collaboration;
  • Counter-terrorism and peacekeeping training;
  • Specialised training in electronic warfare, cyber and artificial intelligence.

The agenda indicates that the bilateral relationship is being developed beyond conventional training exchanges. The Army-to-Army Staff Talks provided a dedicated channel for military institutions, while the JDCC supplied a broader framework for discussions involving maritime security, defence production and newer technology areas.

Africa engagement remains part of India’s defence outreach

For India, the visit also provides a platform to present its military support, repair and maintenance capabilities to a Tanzanian delegation. The visit to the 505 Army Base Workshop placed emphasis on the sustainment side of military cooperation, while the stop at DPSU Bhawan highlighted India’s public-sector defence manufacturing ecosystem, as described by the Indian Army.

The two countries have also identified maritime security as an area for cooperation. Tanzania’s location on the western Indian Ocean gives this subject a place in bilateral defence discussions, although the statements on the talks did not announce a new exercise, agreement or defence contract.

The engagement therefore marks a structured expansion of India-Tanzania military relations through staff-level dialogue, training and capacity building. The Ministry of Defence said the two sides had also explored cooperation in counter-terrorism, peacekeeping and specialised fields including electronic warfare, cyber and artificial intelligence.
