US Secretary of State Marco Rubio is scheduled to host the foreign ministers of India, Australia and Japan on Saturday, 31 October 2026, as the four countries prepare for a planned leaders’ summit in Manila next month. The meeting will be the third gathering of Quad foreign ministers this year, according to the US State Department schedule cited by Reuters.

The leaders’ meeting is expected to take place during the Association of Southeast Asian Nations conference in the Philippine capital from 15 to 18 November 2026. If held as planned, it would be the first Quad leaders’ summit since 2024 and the first involving US President Donald Trump since he returned to office.

Ahead of the Manila meeting

The Quad brings together India, the United States, Australia and Japan. Its first formal leaders’ summits were held after Joe Biden became US president in 2021. Trump had been scheduled to attend a Quad summit in India in late 2025, but cancelled the visit amid trade frictions and tariff disputes with New Delhi.

The foreign ministers’ meeting is taking place as Washington works towards restoring the leaders’ level of engagement in the grouping. The Manila summit is described as planned rather than completed, and its timing is linked to the ASEAN conference. The meeting therefore comes before the four governments are due to discuss matters at the highest political level.

  • Participants: the foreign ministers of India, Australia and Japan, hosted by US Secretary of State Marco Rubio
  • Ministerial meeting: the third Quad foreign ministers’ gathering in 2026
  • Planned leaders’ summit: Manila, during the ASEAN conference from 15 to 18 November 2026

G20 discussions in Atlanta

After the Quad meeting, Rubio is scheduled to conclude a two-day meeting of foreign ministers from the Group of 20 major economies in Atlanta. He said at a reception on Friday that countries should cooperate where their interests overlap, despite disagreements on other issues.

“Because we all face these challenges, we must all work together to address them.”

Rubio added that national interests would not always align, but argued that governments should seek areas in which they could work together. His remarks came after the G20 discussions exposed divisions over the wars in Ukraine and the Middle East.

Reuters reported that organisers cancelled a traditional G20 family photograph after some European participants refused to be photographed with Russian Foreign Minister Sergei Lavrov. Rubio is due to hold a press conference after Saturday’s meetings. He has also said that he hopes the G20 foreign ministers’ discussions will help prepare for a leaders’ summit scheduled for 14 and 15 December 2026 under Trump’s presidency.
