Pakistan’s federal cabinet has ratified a defence cooperation agreement with Kuwait, formalising a framework for military and defence-industrial collaboration between the two countries. The decision was taken at a meeting chaired by Prime Minister Shehbaz Sharif in Islamabad on Wednesday, 4 November 2026, according to the Prime Minister’s Office (PMO).

The agreement was concluded on 11 June 2023, while the Kuwaiti government ratified it on 19 July 2026. Pakistan’s approval completes the ratification process described by the PMO and brings the bilateral framework into force for cooperation in several defence-related areas.

Agreement covers military and technical cooperation

The PMO said the pact is intended to promote cooperation in the defence sector, including military manufacturing and electronic communications systems. It also provides for scientific research, military media activities, and cultural and sports programmes linked to the two countries’ armed forces.

AreaProvision identified by Pakistan’s PMO

Technology and researchElectronic communications systems and scientific research
Military engagementJoint exercises, official visits and other cooperative programmes
DurationFive years, with automatic renewal unless terminated

A joint military committee will oversee implementation of the agreement. Its responsibilities will include organising joint military exercises, official visits and other programmes undertaken under the framework. The arrangement therefore establishes an institutional mechanism for managing future defence cooperation rather than limiting the relationship to individual engagements.

The agreement also includes provisions for protecting confidential military information. Any disputes arising from the handling or implementation of those provisions are to be addressed through diplomatic channels, the PMO said.

Five-year framework for bilateral defence ties

The pact will remain in force for five years and will renew automatically unless Pakistan or Kuwait decides to terminate it. The PMO’s announcement did not identify a specific weapons contract, equipment order or delivery schedule linked to the ratification.

For readers in India, the decision is significant as a formal expansion of Pakistan’s defence engagement with a Gulf partner. The areas listed by Islamabad include defence production, military communications, research and exercises, but the PMO announcement did not provide details of particular systems, facilities or forces that would be involved. The agreement’s implementation will be overseen by the joint military committee established under the pact.
