MoD and Sarvam sign framework MoU to build an AI layer for the three services

Sarvam and Headquarters Integrated Defence Staff have agreed an umbrella framework under which the company will design, develop and support AI applications for the Indian Army, Indian Navy, Indian Air Force and joint organisations, advancing India’s drive for indigenisation in military AI.

The Ministry of Defence has authorised an umbrella engagement with private firm Sarvam under which the company will develop and deploy artificial intelligence applications for the Indian Army, the Indian Navy and the Indian Air Force, the firm and defence sources said. The agreement, signed with Headquarters Integrated Defence Staff (HQ IDS), also covers joint, tri‑service and integrated organisations working under HQ IDS.

What the MoU covers

The Memorandum of Understanding frames a common AI layer intended to run across the three Services. According to the announcement:

  • Sarvam will design, develop and deploy AI applications for operational, training and decision‑support needs of the Services, and provide follow‑on technical support.
  • HQ IDS will facilitate engagement across the Army, Navy, Air Force and the joint organisations under its command.
  • The work spans multiple projects across all three Services, enabling shared foundation models, agent infrastructure, geospatial and perception systems.

The MoU positions AI as part of the Government’s broader push for Atmanirbharta in defence and indigenisation of critical military capabilities. The announcement emphasised building the AI layer on Indian data and sovereign infrastructure, and retaining human oversight over operational decisions.

Focus areas and intended benefits

Public material accompanying the MoU identifies the principal focus areas as decision support, target acquisition and data fusion across the sensor‑to‑shooter loop. The intent is to allow doctrine, lessons and outputs from one Service project to be reused by others, reducing duplication and accelerating uptake of common components.

“Sarvam exists to build AI in India, for India. The core of that mission is to put the country’s own intelligence into the systems it depends on. To work with the three Services on the nation’s defence is an honour and a privilege. We hold ourselves to the highest standards in this work. We are grateful to HQ IDS for its trust, and our team is committed to delivering for” — Sarvam

The statement underlined a commitment to develop AI on sovereign compute and data, and to maintain human control over operational employment of systems. The MoU is described as a framework rather than a procurement contract; it creates a vehicle for multiple projects and bilateral engagements between Sarvam and individual service organisations facilitated by HQ IDS.

How the agreement is structured

The announcement says the framework will give the Services access to shared components and allow doctrine and lessons learnt from one project to inform others. This includes foundation models, agentic infrastructure, and geospatial and perception systems that are intended to be common across projects.

Scope Details given in the announcement
Parties HQ IDS (Ministry of Defence) and Sarvam
Services covered Indian Army, Indian Navy, Indian Air Force, joint/tri‑service organisations under HQ IDS
Objectives Design, develop, deploy AI applications; operational, training and decision‑support; follow‑on technical support
Focus areas Decision support, target acquisition, data fusion across sensor‑to‑shooter loop; human oversight retained
Platform Shared foundation models, agent infrastructure, geospatial and perception systems on sovereign infrastructure

The announcement framed the MoU as advancing the Defence Ministry’s direction on military AI by creating an India‑built AI layer that runs across Services and is deployed on sovereign infrastructure.

Implications for the services

The framework intends to streamline development and encourage reuse of AI components across the three Services. By facilitating shared infrastructure and models, the agreement aims to let project outputs and doctrine developed by one Service be applied by others through HQ IDS coordination.

The announcement also specified that operational decisions will continue to have human oversight, signalling an explicit policy choice on human control in military AI deployments.

No procurement values, specific project schedules, or deployment timelines were disclosed in the announcement accompanying the MoU. The MoU establishes a structured relationship between HQ IDS and Sarvam to pursue multiple AI projects; further project‑level statements are expected from the Services or HQ IDS as individual work packages are defined.
